Saisie pour avis du projet de loi sur la transition énergétique, la commission des finances du Sénat a adopté le 21 janvier douze amendements de son rapporteur, Jean-François Husson (UMP, Meurthe-et-Moselle). La principale modification vise à réformer la contribution au service public de l'électricité (CSPE) acquittée par le consommateur. Deux principes guident cette refonte, selon l'exposé des motifs : "d'une part, resserrer le champ des charges que finance la contribution sur le seul surcoût dû à la production d'électricité à partir de sources d'énergies renouvelables (ENR), d'autre part, rendre le fonctionnement de cet impôt plus transparent et démocratique, en fixant dans la loi son taux ainsi que le plafond du montant des charges compensées"
